Strategic Public Sector Growth
A targeted roadmap to win public sector contracts.
Market intelligence, competitor analysis, framework positioning and strategic bid growth planning, delivered as a three-year growth programme in three separately commissionable phases.
The proposition
You are not buying a report. You are buying a market entry decision and the roadmap to execute it, with the addressable pipeline shown before the fee.
The three phases
Plan the market. Activate it. Convert it.
I
Strategic Public Sector Growth Plan
- Define the target contract profile
- Build a 12 to 36 month pipeline
- Competitor and positioning analysis
- Identify and submit priority framework or bid applications
- Forward contract expiry and re-procurement mapping
- Strategic engagement and relationship development plan
- Facilitate initial introductions
- Route to market and prioritised next steps
II
Market Activation and Relationship Development
- Activate the pipeline through direct buyer engagement
- Build and manage stakeholder relationships
- Pre-procurement positioning, including preliminary market engagement
- Expand framework presence
- Events and visibility plan
III
Bid Execution and Conversion
- Opportunity qualification against agreed criteria
- End to end bid leadership and submission
- Bid pack development
- Commercial positioning
- Support through clarification, evaluation and award
Phases II and III run in parallel once opportunities progress. Each phase is commissioned separately, so the decision to continue is yours at every stage.
Phase 1 in detail
What the Strategic Public Sector Growth Plan contains.
Nine deliverables, fixed at commissioning and presented to your leadership team at the end.
Target contract definition
Value bands, contract type, buyer organisations, sectors and delivery model, aligned to what you can actually deliver at margin.
Prioritised pipeline
Live, pre-tender and future opportunities over 12 to 36 months, ranked against the target profile, with values, buyers and incumbents.
Contract expiry and re-procurement map
When the contracts you want come back to market, and the early market engagement to be in the room when they do.
Competitor and incumbent analysis
Who holds the contracts today, at what value, on which frameworks, and where the positioning gaps are.
Priority buyers and account plan
The buyer organisations that matter most and a focused engagement plan for each.
Routes to market
Frameworks, dynamic markets, open tenders and partner routes, with the route recommended for each part of the pipeline.
Priority framework or bid applications
The applications worth making now, with recommended timing and resource, and the priority ones submitted within the phase.
Initial introductions
Facilitated where appropriate, so the engagement plan starts with a conversation rather than a cold approach.
Phased action plan
Prioritised next steps for the next 90 days and beyond, with owners, so the plan is executed rather than filed.
Built on evidence
How the plan is made.
- Two scoping documents, agreed with you.An Opportunity Scope sets the value range, sectors and service areas. An Opportunity Search Terms document sets the exact search phrases and filters. Together they mean the pipeline is built to your definition, not ours.
- Commissioned market intelligence.Contract data, buyer spend, incumbents, values and expiry dates from specialist UK public sector data providers, commissioned for your scope. Provider costs are normally included in the Phase 1 fee.
- Our own analysis on top.Capability fit, access route, likely contract share, partner requirement, stakeholders, priorities and next actions. This layer is the plan.
- Every figure sourced.Pipeline totals, value bands and annualised figures are traceable to their source, so your board can rely on them.
- Confidential by default. We do not disclose the end client to research providers unless you ask us to, and we never carry one client's detail into another's work.
Phase 2
Turning a pipeline into relationships.
A plan identifies the buyers. Phase 2 puts you in front of them. Direct engagement with the priority organisations, stakeholder relationships built and managed, positioning ahead of procurements through preliminary market engagement, further framework positions where the pipeline needs them, and an events and visibility plan that puts you where your buyers already are.
Phase 2 is retained month by month and runs alongside Phase 3 once opportunities start to progress.
Phase 3
Converting opportunities into contracts.
Every opportunity is qualified against the criteria agreed in the plan before a bid team is committed. Qualified bids are led end to end: plan, storyboard, drafting, reviews, pricing and submission, then clarifications, presentations, assessment summaries and standstill through to award.
Bid leadership is also available as a standalone service for companies that already know what they are bidding for.
Bid leadership and tender writingWho it is for
Companies with something the public sector needs, and the ambition to sell it properly.
The programme is built for established companies in technology and SaaS, digital infrastructure, artificial intelligence and data, healthcare and life sciences, and sustainability and ESG, many of them headquartered outside the UK. What they have in common is a proven service, a leadership team that wants a considered market entry rather than opportunistic bidding, and the patience to build a three-year position.
For smaller companies, or where the decision to enter is not yet made, we offer a UK Public Sector Readiness Assessment: a paid diagnostic covering capability fit, likely routes, an indicative pipeline and a clear recommendation on whether and how to proceed. Its fee is credited against the full programme if you go ahead.

Questions we are asked
About the programme.
What do you need from us during Phase 1?
A decision maker for two scoping workshops, your capability and case study material, indicative pricing, and a review of the Opportunity Scope and Search Terms documents before the research is commissioned. After that the work is ours until the presentation.
Do you introduce us to buyers?
Yes. Initial introductions are made in Phase 1 where appropriate. Sustained engagement, relationship management and pre-procurement positioning are the work of Phase 2.
Can we commission Phase 3 without Phases 1 and 2?
Yes. Bid leadership is available per opportunity. Companies that come to us with a live tender usually find the qualification step alone changes what they bid for next.
What is the investment?
Engagements typically range from £25,000 to £60,000 excluding VAT, depending on the scale and complexity of the company and its target market. The UK Public Sector Readiness Assessment is priced separately and credited against the programme. Every proposal shows the addressable pipeline before the fee.
What do you commit to?
The quality and completeness of the evidence, the plan and every submission we make on your behalf. Framework acceptance is decided by the framework authority and contract awards by the buyer, and we are clear about that from the first conversation.
Is the programme automated?
Technology speeds up the search, the data handling and the drafting. The judgement, the workshops, the analysis and the presentations are led by senior consultants. Senior buyers expect to deal with experts, and so do we.
